The Arts Council Lottery provided £7,500 to cover the costs of a Feasibility study. The findings of the study led to a radical rethink of the project. Instead of having the various arts organisations of Public Arts Development Trust, ArtAngel, Public Monuments and Statues Association and The Royal Society of British Sculptors each responsibile for a different year, they were to be invited to join a single committee responsible for commissioning three contemporary works of art, from very different sculptors, to follow each other on to and off the plinth. The educational and ancillary projects were to remaIn a strong part of the scheme. The RSA were to undertake the project management and fundraising.\n\nAn administration file comprising of correspondence and working papers relating to the organisation of the feasibility study and its funding.
